I hope this does not go against any of the site policies but, me and Frank Palinkas started the South-African Web Standards and Accessibility group to get the community of developers interested in these topics together and start getting the word out there about standards and accessibility.
We both feel that these areas are seriously overlooked in South Africa and it will take a combined community effort to change and improve this.
